It is of historical significance as a dwelling which dates from the earliest phase of development in Queenscliff, and for its association with William Pagan who was elected to the first Council in 1863 and became Mayor in 1866, before leaving the Council in 1872. It is also significant as a representative early building in Queenscliff, which have simple detailing and architectural form, and a modest scale and streetscape presentation. It is additionally one of a number of early double-fronted cottages in Queenscliff, including one of several other examples in Stevens Street. |
