Interesting for arcaded panels of front facade. The site of the Shire Hall and offices is within the First subdivision of the Bairnsdale pastoral run. A competition for the design of the Shire Hall was won by A.W. Ross - the only contestant. The building is a ten-bay hip-roofed conservative classical brick building. The right hand 3 bays are rendered and the fourth bay is also projected forward to form an entrance portico, with a pediment, a very broad frieze over Tuscan pilasters and a shield motif. The date 1868 is set over the opening. The later wing is Italianate in style.
The building is significant in Bairnsdale's streetscape as being the architectural influence for 8 other conservative classical buildings in the town. The Hall is also the oldest, discrete public building in the town and the oldest discrete, dated building in the town. It is important historically to the town for being the place from which both councils developed and initiated the development and activity of the town.
