The houses at 30, 53 and 99 Francis Street are Significant and also contribute to the precinct. These places have their own citation and statement of significance. Non-original alterations and additions to the Significant and Contributory houses, and the houses and flats at 17, 19, 44, 55, 76, & 91-93 Francis Street are not significant. How is it significant? The Francis Street Precinct is of local historic, architectural and aesthetic significance to the City of Moonee Valley. Why is it significant? It is historically significant as the pattern of early Victorian and Edwardian houses surrounded by later houses built in the interwar period demonstrates the rapid spread of Melbourne suburbs in the 1880s assisted by the advent of the railways and tramways. It recalls the period when the (Union Road) shopping centre in the vicinity of Ascot Vale Station and the introduction of the tramway were established to service its suburban context. (Criterion A) It is architecturally and aesthetically significant for the remarkable diversity of housing types and styles in such a small area. The consistency of the various architectural styles, the gentle sloping blocks emphasize the strong and picturesque character of the precinct.
